Search the archives. :pserver: is not yet supported. SOME people have had success after much effort; others have not.
Instead of going to all the effort of writing a java proxy, you could have merely getten sshd running on your repository machine, and used 'CVS_RSH=ssh' on your local machine. Then, with 'CVSROOT=:ext:user@repositorymachine:/path/to/rep' stuff would just work.
