I found the dll as part of the following package:
regex/regex-4.4-2 POSIX compliant regular
expression library

you should report the package(s)
that depend on cygregex.dll to the list, since their dependencies will
need to be updated (unless it's a bug in setup.exe that's keeping this
package from being installed even if it is listed as a dependency).
