Due to a problem with a new major version of perl-DBD-mysql (trhat hasn't been resolved and will have to wait for an upstream fix) I've been looking at re-building those two packages. The updated packaging is available in the playground branches:

Once this is out we can discuss updating to one of the LTS versions that are still in support, I have not yet looked into whether these build without problems and how much changes to the patch set are required. https://cygwin.com/cgit/cygwin-packages/mariadb-connector-c/commit/?h=playground That's the latest version available from upstream. Appveyor times out before mysql is fully built, the connector library has built without errors.
