The autoconf wrapper has been updated to the latest upstream version
20260320 with patches for Cygwin in order to recognize autoconf 2.73 as
the latest version available. The autoconf wrapper choses among multiple
versions of autoconf that can be installed in parallel.
This re-release fixes a bug in a patch to implement some behaviour
required on Cygwin.
