Encode and decode Internationalized Domain Names implementing IETF IDN
WG Stringprep, Punycode, IDNA2008, and Unicode TR46 specifications.

Mingw packages provide MS VC RT-linked binaries, NOT Cygwin binaries,
for use with the mingw64-x86_64-gcc cross compiler, installed in
/usr/x86_64-w64-mingw32/sys-root/mingw/{bin,lib,include}/.

- Unicode 15.1.0 table updates.
  Now U+19DA is DISALLOWED again (see version 2.3.4 release notes).

- The release tarball is now reproducible.

- We publish a minimal source-only tarball generated by 'git archive'.

- The release tarball uses tar --format=ustar.

- The idn2 tool now binds the "gnulib" domain for translations.

- Update gnulib files and various build/maintenance fixes.
