stow 2.4.1+5.40-2 is now available in Cygwin. This is a Cygwin-only update that
adds a dependency on perl, instead of just perl_base. If you only had perl_base
installed and not also perl, you got a perl compilation error when you tried to
run stow. Thanks to Jack S. for reporting the problem[1].

stow manages the installation of local software packages by creating
sets of symlinks from the installed location (e.g. /usr/local) to a
stow directory (e.g. /usr/local/stow/emacs) where the real files live.
This allows you to keep packages separate, while making them appear to
be installed in the same place.
