* smoketesting/convert-to-tarballs.py: (_get_http_tarball): special
case for downloading from the debian pool (useful for iso-codes)
(get_unused_with_subdirs): new, to help automatically handle bindings
(create_versions_file): when there are subdirs, do some magic stuff so
that it outputs what we expect
also, handle KeyboardInterrupt :-)
* smoketesting/tarball-conversion.config: use download.gnome.org where
it makes sense, stop using cairo snapshots, use the debian pool for
iso-codes, add locations for the perl bindings, kill howl, whitelist
perl-net-dbus for now
