* checksetup.pl, globals.pl: Add bug_link filter.
* bug_form.pl: Retrieve dupe_id if bug has resolution duplicate.
* template/en/default/bug/edit.html.tmpl: Show link to duplicate bug
in the banner (blue bar at the top of the page).
