This likely happens because 'make depend' runs with the same global
CFLAGS and does not use ones you specified.

You know, I just tried taking it out, and it looks like it might actually work,
let me test a bit more and I'll take it out if this works. I had the same
problem when I put in the new em driver because of the way includes
are in the shared code, but maybe its unecessary as well.
