This is probably a change that Mark Linimon, Ceri and Remko will
like a lot, but if there *are* objections, feel free to contact
me and/or Gabor.  No comments were made on the lists when this
was posted for a review, so I assumed it's ok to commit it.

It does add 'an extra step' to the bug report process, which the
users may start ignoring and simply hit 'next' pretty fast, but
at least it's a good attempt to decrease a bit the number of PRs
which are closed with a "please post this on -current" message :)
