I do this at Makefile:
...
${MKDIR} ${ETCDIR} ${NGINX_TMPDIR}
${CHOWN} ${WWWOWN}:${WWWGRP} ${NGINX_TMPDIR}
Also, I do my changes in nginx.sh.in for tmpfs(5), could you look at
