To clarify: I like the idea of generally having the package name first.
However, I am simply noting that it is not the case for all entries.

If there is an agreed upon *correct* way to write topics with package
name first, then it should be clearly documented in the VuXML section of
Porter's Handbook.  In my cursory glance, I could not find it. :-)
