dhcpd doesn't TERM

I find that "/etc/rc.d/dhcpd restart" hangs. TERM no longer seems to do
the trick. Adding "sig_stop=KILL" to /etc/rc.d/dhcpd does the trick, but
wasn't necessary last year...

Just an observation.
