You're cross-compiling but you point out your *native* pkg-config path. That seems highly questionable. The configure says you don't have pkg-config for your target system.

When I trying to build CURL with nghttp2, it shows below error:

configure:27235: error: --with-nghttp2 was specified but could not find libnghttp2 pkg-config file.

Isn't that describing exactly what the probvlem is?

I’m using CURL v7.56.1 and nghttp2 v1.40.0

If you're building curl now from source I would recommend switching to a newer curl. We've done almost 20 releases since.
