The precheck is there because the test cases uses that openssl engine so it if
isn't there, there's no point in trying the test ase.
And the avilable dynamic engines are always "capi" and "padlock". I haven't
found any info about the "openssl" engine.
Maybe that one isn't around anymore in current openssl versions?
