HTTP/2 setting MAX_CONCURRENT_STREAMS

Hi,

I couldn't locate API (In 7.64.0) to set application desired
MAX_CONCURRENT_STREAMS. Any reason for this to be restricted to be passed
by application and setting it to 100 explicitly while sending SETTINGS
frame ?
