I am clueless here...
I would try the current release tarball:
http://curl.haxx.se/download/curl-7.38.0.tar.gz
and extract it with Cygwin's tar (very important!) - *not* Windows 7Zip:
tar xvzf curl-7.38.0.tar.gz
then only use configure & make ...
perhaps this gives better results ...
