I tested GetFileSizeEx() sucessfully using the five cross-compilation and native-compilation MinGW buildbots I am running for curl. It seems like Guenters MinGW installation does not contain an up-to-date winbase.h/windows.h with that declarion. I just noticed that my buildbots have been down since the 29th April and will try to bring them back now.
