Best for who?

For you as designer, px is probably easier to learn and use.

For the user, px is rude, as it utterly disregards his needs and preferences, easily making text much too small for reading comfort.

Em/rem/% can be trickier to learn and use, at least initially, but adapts to the user environment, making it friendlier and thus better for users. With em/rem/%, making the dominant text size the browser default (1em/1rem/100%) is most likely to make the most users happiest.
