Yes this question shouldn't be asked here but why don't you use off the peg
software for this? It can be downloaded from here:

The downloaded file contains all the html and css files for you to learn from.
You also need apache/IIS server and latest php version 5.X.X
The files can be installed under your localhost test server.

I am trying to deconstruct how the wordpress forums are put together. They
are using an ordered list with list items and putting a couple of divs in
there and floating.
