Minimum font size, like zoom, is a browser defense mechanism provided by browser makers for use against offensive web sites, more power for the user to counteract the power provided designers in CSS.

The visitor is the one with ultimate control. After all, it's her computer she's using, not some designer's. What good is a web page with illegible content?

So, you don't directly. Indirectly you design so that minimum sizes don't come into play. If your CSS isn't offensive, the defense mechanism won't kick in.
