I'm testing in Firefox. In the Print Preview Page Setup dialog I had
'Print Background (colors & images)' UNchecked (as usual). Checking
this option showed both the background color AND the list numbers in
the same colours as on screen. Background (dark red), text and
numbers (white).

In my Firefox, with rather vanilla settings, the Print Preview shows
black on white, except the heading, which is green. The numbers are
there. So I wonder whether the problem is in your browser.
I think this must be because I made changes following Georg's reply to my original post.

I'm going to try setting print colours even more specifically for
list-items, and see what happens.

As a rule, it's probably best to set color: black and background:
white for all elements in printing, in the case of an information page
(as opposite to something that people might really want to print in
colors).
No question.

It's generally considered kind of rude to force color printing on
people, since many color printers (ahem, Lexmark) are very costly per
page of color.

Thanks everyone for the help. Now I know why the list-numbers didn't print (because they were white on white) I can take proper control of the printing colours.
