Those are just animated gifs. Nothing fancy at all. No Javascript needed. If you go to the image directly, you'll see it is still animated.

There are many apps out there, such as Gif Animator (http://www. jhepple .com/gif_animator.htm), that allows you to layer multiple gifs to create an animation.
