I can't say yes because it's not entirely true, so the answer is "Mostly." Pages look the same across browsers and operating systems, as long as they use the same rendering engine. For instance, Safari and Google Chrome both use the Webkit Engine (regardless of operating system), and so pages will (mostly) look identical in Chrome for Windows and Safari for Mac. All platforms of Firefox use the Gecko engine, and all platforms of Opera use Presto.
