That is not true. The OS uses Arial as a substitute if Helvetica is not present on the OS. However, if a font "named" Helvetica is present on the OS it will be used. I can immediately see the difference in Firefox and IE7 with the rendering of Helvetica vs. Arial. There are enough differences in the fonts that I can readily identify which one is used, especially in larger sizes.
