I think there needs to be some clarification on the question. As it was worded, I would take it one of three ways.
#1) To have a space that surrounds the combined area of the PADDING and the BORDER. #2) To have a space "between" the outside edge of the padding and the inside edge of the border. #3) To have additional space inside of the padding, between the outside edge of the padding and the inside edge of the border, and also space around the outside edge of the border. The first would seem like a margin adjustment.
