[css-d] Why is my img padding & margin collapsing in IE?

Hi all,

I have the following styles for my images but in IE 6 & 7 the padding
& margin collapses. Any idea why this is happening and any suggested
fixes?

        #content img {
                background-color: transparent;
                border:2px solid #c5c2a8;
                clear: left;
                float: right;
                margin: 5px 0 5px 10px;
                padding: 3px;
                position: relative;
                }
                
        #content a:hover img {
                padding: 3px;
                text-align: center;
                border:2px solid #000;
                }
