ok, i fixed the "missing borders" problem - i set padding-top and 
padding-bottom (0.3em) to all the <li> in the navigation bar - i think 
it now works fine.

but the weird effect when moving the mouse over the navigations links in 
IE 6 and IE 5 is still there. i guess this must have something to do 
with the float enviroment?

can anybody help?
