I don't think that's a bug.  As far as I know that's the expected 
behavior when other items are placed on top of it.

You can't position the flash to be on top?  position: relative; z-index: 
10 (or higher that the highest z-index you have) would probably do the 
trick but it's hard to tell w/o seeing the site :-)
