Yes, image_page.html (or whatever you want to name the first page up) is the first page on the screen. The /meta attribute/ within the head of that doc simply says how long (usually seconds) that page stays on the screen before it jumps automatically to another page. The real question may be what does any of this bit of smoke and mirrors have to do with CSS?
