"Headings should reflect the logical structure of the document; /they should not be used simply to add emphasis, or to change the font size/." h1 is normally the title of the document and is used once. h2 through h6 structure the document-- an outline of the document, if you will. The outline can be very simple. Or it can be very complex. God will not harm you if you should get the outline out of order. But rumors persist :-) .
