1) Does #contact refer to an A element?
The hover pseudoclass is only supported on A elements in IE6.
2) Does #contact have some default text content to display is CSS is
broken/disabled?
To hide the text content when displaying an image simply add
text-indent: -9000px;
to the #contact block.
