I believe that CSS support in Web TV is quite limited, so using tables for layout would seem the safer alternative. As far as separating out the presentation from the content is concerned, you could try putting the images as background in the CSS. But some browsers have problems with background images in table cells, so do experiment with this idea before committing to that technique. Do let us know how you get along. Not having a TV means that Web TV is completely off my radar. It would be good to hear of your experience.
