If that overlapping is an acceptable solution, then I think this
addition to your original...

... will work just fine - even in IE-win...

#contentwrapper {overflow: hidden; overflow-y: visible;}

...and you may also add those same styles to #mainnav and #updates if
you want IE to behave like Firefox on really narrow windows, although
some overlapping will then occur.
