Hi Scott,
Yes, all browsers do it in their own way (mostly the margin-settings are 
different too, also dependent of what printer[setting] is used), so you 
cannot provide a "clean printing html page" to your visitors.
The only way I see is to make a copy of your web page, and transform 
that to a downloadable non html file: in *.pdf format or *.txt or *.doc.
Big site > big work ... ;-)
