[css-d] What's wrong with this?

I'll try to style a button or submit element and build this class for
they:
button, submit {
        border-color: #000000;
        border: 1px solid;
        font: bold 10px Tahoma;
        border-style: outset;
        background: #72BFCF;
}
But button or submit element don't change? Why ?
