You may possibly pull up the bottom in IE/win by applying some
'overflow: hidden' on a defined height. Even a float-construct with
negative margins may work to your satisfaction.

However, once that page has become readable in any browser, it no longer
looks like any of those screenshots[1].
A typical case of "House On Fire"[2], me thinks.
