I'm designing a test page right now and have run into an odd issue with my top navigation. It's implemented as an unordered list and works fine until you mouse over one of the list items in which each item seems to convert into block elements and ruin the layout. I'm not very strong in CSS design so any help would be appreciated. Also if someone could briefly help me to understand how and when to effectively use em units in setting element margins, ect. I get it's application in text sizes but not so much in page layout design. The page can be viewed at the following URL:
