Some CSS 3 modules are already in CR (candidate recommendation), which also means, in the words of Ian Hickson, a call for implementation.

Most of CSS3 selectors is implemented by Gecko and Safari.
Safari implements quite a few things related to the CSS3 Color Module (transparency, opacity), the Gecko developers are working on this as well. The CSS3 Text Module is mostly implemented by MS in IE 5.5 and 6 (although that module is open for a serious revision).
CSS3 Media Queries is implemented in Opera, and Gecko will follow soon.
