I think if you want a best practices example you do better with WAI:

        http://www.w3.org/WAI/
        http://www.w3.org/WAI/style/waihome3.css

Its CSS has only two font size rules:

        H2 { font-size: 140%;}
        .policyfooter {font-size: 90%;}

or WebAIM:

        http://www.webaim.org/
        http://www.webaim.org/styles/2004home.css
