I don't think anybody has time to play the police game here.
Let valve handle the blacklist. Having this new token means that a lot
of providers will think twice before breaking the rules as it would mean
that they'd have to start over each time.
Then again, not many gameservers are up breaking the rules.
The main focus of this update shouldn't be "punishing the bad guys" but
"bringing some new features" to us.

one in OW that benefits players/gives them extra influence on
reporting servers depending on record, and gives some form of XP
boost for doing a good job.
