I am to be honest nothing to do with law however I read this and wondered.

If you take the statement

"any person who has knowledge about the functioning of the computer system
or measures applied to secure the computer data therein to provide all
necessary information"

Can (perhaps I am wrong) this not be taken to mean if a person knows how a
system may be broken into and how therefore such a breakin may be traced,
would such a person not then be legally obliged to assist the authorities in
such a matter.  Therefore a convicted "cracker" could therefore be made to
spend a significant proportion of his/her life assisting officals in
tracking cyber crime.  Who is to define the statement "as is reasonable"?
