E4 is an assurance level, too; "E4" is about confidence in correctness
(with assurance levels ranging from E1 to E6, plus E0 for everything
that does not even reach the lowest proper level), "high" is about
effectiveness (the strength of the target of evaluation to withstand
direct attacks -- one of "basic", "medium", "high").
