Subject: C-6 heads to Senate committee

The Senate yesterday agreed to refer C-6 to (as expected) the Senate
Standing Committee on Social Affairs, Science and Technology headed
by Senatory Kirby.  The motion to refer was complicated by the fact
that second reading has not been completed.  Accordingly, the Senate
agreed to refer the subject matter of the bill to committee while
second reading continues at the Senate.  Apparently, this is nothing
more than a procedural device (you cannot refer the bill itself to
committee when it hasn't passed second reading).

The committee will begin meetings on Monday and proposes to conduct
hearings through Wednesday.  Initially, it was proposed that December
2nd be set as a deadline to provide a report but that was dropped
after objections from the opposition.  Moreover, the Senate agreed to
split the report -- there will be two reports with one focusing on
part one (privacy) and the other on parts 2 - 5 (electronic
documents).
