I won't stay Stewart is lying -- I'll just say that:

        The decision to transfer or deny transfer of any item will be
        the sole responsibility of each Participating State. All
        measures undertaken with respect to the arrangement will be in
        accordance with national legislation and policies and will be
        implemented on the basis of national discretion.
   *  Stewart was general counsel of NSA and his lips are moving.   :-)

Wassenaar provides a forum for building consensus on restraining trade
in physical weapons (a good thing in my opinion), and political cover for
governments who wish to restrain trade in privacy.  It does not make laws.
