We created a backlog milestone and moved a lot of the items that were being
pushed into the "backlog" for the community to do.  We did not want to have
stories that were not likely to close in the milestone durring planning.
 
Broom.1 tag cut.  Will cut Broom.2 as part of our process.  Tag has been applied
and published.

Better support of the sub systems for configuraiton
 
Changes to the attribute system will be more sensitive to changes up and down
the stream.  
* This makes it much more efficent to may iterative changes
* re-execution of -just the- items that are change
 
Internal docs are now programmatically generated via Yard.
 
Greg has been reviewing our testing plans.  He enabled rack and rspec suites to
give us coverage that BDD does not reach
 
He enabled code coverage from Travis so that we get reports on commits/pulls.
 The result is published to coveralls so that we have tracking and reporting.
 
The current coverage level is 63ish%   This is pretty good BUT does not cover
code outside of Dev mode capabilities.
 
Feedback from community welcome!  
 
Current recommendation, use BDD for external validation API & UI & CLI.  Use
rpsec to validate the Rails internals for models & libraries etc.
