I believe there is an issue right now in the Roxy build with the way gems are being pulled down. A workaround for this problem that I have been using is to delete the two offending gems:
rm /opt/dell/barclamps/crowbar/cache/gems/activesupport-4.0.4.gem /opt/dell/barclamps/crowbar/cache/gems/rake-10.2.1.gem If you run this before the crowbar installation script, you should have better success.
