I think it would help simplify compiler bootstrap processes[1] that
coreutils joined other tools like binutils, gawk, guile, and make in
releasing lzip tarballs because clzip (the C version of lzip) can be
compiled with bootstrap compilers like tcc (TinyCC), and can therefore be
used early in the compiler bootstrap process.

Or there is a desire to create archives using only GNU programs.
I'm all for making lzip and tarlz GNU programs. :-)
