In other words, adding the "gl" directory from source to EXTRA_DIST or however you all would do it, for those who wish to use the bootstrap script from a release, even though it is not recommended, whether it is a modification of those local modules, or something else in a local gnulib, so that extra steps to include them are not required from a release tarball.
