Hi all,

   I checked out the coreutils repo on Github and I would like to ask you
   to add a dry-run option in the mv command.

   For those who did not know what a dry-run is, git-rm has such option:
       -n, --dry-run
           Don’t actually remove any file(s). Instead, just show if they exist
           in the index and would otherwise be removed by the command.

   Also If I could contribute on this it would be fine too, but when I
   tried to make an issue I got the template message saying that please do
   not file issues or PR on github. So, how could I contribute to add that
   option?
